Docs I've found say that a bunch of packages that were in el5 are gone in el6. They go on to say that many of the packages have replacements, but I can't find a list of replacements. In particular, I have a need for statserial. This package is missing from el6. Did something replace it or am I going to have to roll my own?

It is still in FC13, so you could just grab the SRPMs from the Fedora site and rpmbuild it yourself.
The statserial package is also in Fedora 15. Were I in your situation I might investigate seeing what it would take to install it from the Fedora repository.

That is exactly what I ended up doing. And, it has no deps so it went right in.
