It depends on which rpm is it and what it contains. Most of the times the rpm should work. Also there are specific rpms for specific architechtures and as well the distributions. You can know the difference from the extensions such as:-
.i386.rpm .i686.rpm
.mdk.rpm .rpm
.source.rpm
noarch.rpm
and so on
RHEL 4 is mostly based on FC3, so most FC3 rpms will work. As for FC4, its trial and error. Try it installing the packages and see if the installation goes smoothly.
Since you say that you are new to Linux have you considered using a package manager such as Yum? You can get Yum or Apt here and read on how to install/use them here. Just pay attention as it solves the package dependancies and read on why it needed them to work to learn more. As for using a repository look towards CentOS and Whitebox for the Yum updates.
