Will montage work for you?
Like the other ImageMagicks, you can adjust the options.
montage *.tiff -geometry +1+1 -tile 2x mudd.tiff
montage *.tiff -geometry +1+1 -tile 4x mudd.tiff

I don't know if quality has any effect on tiff
montage *.tiff -geometry +1+1 -tile 2x -quality 90 mudd.tiff
