The condensed version of what you want to do is:
You would download the debian boot iso and mount it on a loopback device. Copy the files into another directory where you can edit the startup scripts. Once you have finished editing the scripts you would run mkisofs on that directory to create a new bootable iso and burn that onto a cd.
NOTE: It shouldn't even have to be a debian bootable cd, any distro can do what you want for instance
R.I.P (Recovery is Possible) would work and they have instructions that tell you exactly step-by-step how to do the above.
