how would I list a sequence of files as "seq.$F4.ext : 1-100"

If I have a list of several files that look like so:

seq.0001.ext
seq.0002.ext
seq.0003.ext
etc...

How would I return something like this to the console:

seq.$F4.ext : 1-3

where:
$F4 represents a pad 4 number
1-3 represents a series of numbers starting from 1 and going to 3?

Is there a quick way to do this that may already exist?

What if there are several sequences in the same dir? i.e. seq1.$F4.ext & seq2.$F4.ext?

If something doesn't already exist, what might be the easiest language to implement something like this in? Perl maybe? (I don't know perl, but I'll learn it if I need to).

Thanks
