how to read UTF8, UTF16 or UTF32

I'm new to Linux programming.

I'm looking how can I read, in c/c++, UTF8, UTF16 or UTF32 files ?

I alreday know that if I check the first two bytes of a file and if there are 255 and 254, the file is UTF-16.

How can I read each line of a UTF16 file?

Thanks

Kuna
