To my knowledge, the fees are much cheaper than say sites like Monster and others alike for posting Job Opportunities.
Think of it as a referral fee if you hire someone who found your ad here on this site. Job Classifieds are advertising in essence, so you are supporting the site when you pay for a service to reach out to recruit, etc. It also helps prevent people, businesses, corporations from using this site to post irrelevant jobs, advertisements, etc.
LQ is charging for the fact that any employer who wishes to advertise here gets a potential audience of a quarter of a million people with varying levels of knowledge. Requiring payment means that we don't get spammed and that the jobs are focused towards our members. Just throwing it open for free would mean a huge number of ads for people to "earn $$$$ in their spare time".
