Magento Redirect Loop


I am using Magento and activated url rewrite by mistake. Now I'm locked out of my admin page, and am stuck in a redirect loop. I have been told to change my web/secure/base_url to 0, and i've been told to set it to my desired url. I'm not sure how to fix this issues. Any ideas.
