Just make sure you choose a relevant section of LQ.

Yes, if you are a beginner, that seems like an appropriate section of the forum.
Normally you'd just click the 'New Thread' button, create a post, and click 'Submit New Thread' at the bottom.
If it didn't work, it MIGHT be a question of some restrictions on new users. I don't remember the exact policies,
but as far as I know there are some restrictions for newly registered users regarding eg. attaching files. Did your
post contain just text or did you try to attach something?
Try again. If you don't succed, probably one of the moderators can help.
