drop the marketing terms and define the system you want to create.

No, I don't want to create Clusters. I want to know can I create my own cloud same as clusters? Or I must use prepared distro based on Cloud!!!!

I would be guessing, but it almost sounds like the OP wants to create a cluster of servers which are accessible through the internet/Web via a service layer - it would be useful to know purpose. At the simplest level, you can set up a web server and make it accessible to the outside world and presumably do this in a cluster.

Purpose is everything though when it comes to architecture and system design.

first you need a very large body of "air"( o2,co2,n2,trace gasses )
then a body of water ( lake)
a heat source ( sun -- sol)

you do not

first you need to learn just WHAT a "cloud service" is

it is a update to the 1970's and 80's server / terminal set up

There are lots of types of clouds, this is why I say you need to dump the marketing bs and explain what you want the system you are building to do.

Don't ask us to spoon-feed you the answers that a simple wiki openstack search would have answered, had you read it, or anything else we've posted.
