yum update problem with flash-plugin

yum update reports that package flash-plugin.i386 0:9.0.48.0-a is set to be updated from repository flash, but on update, yum reports the package is already installed. Adding exclude=flash-plugin* to /etc/yum.conf made no difference.

I've then renamed flash.repo in /etc/yum.repos.d to another file extension, and then, yum update reports flash-plugin from repository adobe-linux-i386 (same version as from the flash repository) is set to be updated, and this time, the update succeeds.

Why is flash-plugin successfully updated from the adobe-linux-i386 repository, but not from the flash repository? And why doesn't exclude=flash-plugin* in /etc/yum.conf prevent an update of the package from any repo that may contain an update?
