Question XCMS and XDCCC profiles?

I have created a profile for my LCD monitor using a tool called xcmsetup. That created file which I saved as laptop.dcc. I now ned to figure out how to get X Windows to load this profile at startup. I can't seem to find any info anywhere about it, other than to run the command "xcmsdb /path/to/laptop.dcc". Running the command "xcmsdb -query" then returns my settings, but it seems to have no impact and it is not loaded when the machine is restarted. The man page says the first command should be run "on the root window". What precisely does that mean?

I can only find extremely sparse documentation on XCMS and XDCCC on the internet and am really having a hard time figuring out how this is supposed to work. Does anyone have any ideas?
