xampp problems


Ok here is my problem I installed xampp after having no luck getting mysql and php to work on rh9 so I thought hmm I might be in luck with this one so I installed it, It serves up html properally but it seems to not like php or cgi/pl for instance I tried using the ikonboard perl_test.cgi and it just gives me this error (i have added aliasing to the httpd conf in /opt/lampp/etc/httpd.conf)
http://studlinux.norwood.vic.edu.au/.../perl_test.cgi
as you can see it throws an internal server error i made the configuration of it available at
http://studlinux.norwood.vic.edu.au/.../perl_test.txt
any help would be much appreciated.
