Which program to open a .JAE file?

A newspaper reported send me a .JAE file which contains the article. He also said that the program to open it is called ARTICLE or something similar and it's a Linux native program.

Over at 'filext' it doesnt find this extension

You could use file to try and determine what kind of content is in said file, i.e. run "file filename.jae". Maybe that will give you some kind of clue. If not, then you'll probably need to ask the person who sent you the file for details.
