Where to find download of libpng-dev

It appears I need libpng-dev and libpng for GUI of Mplayer, but I can't seem to find any downloads sites for it other than Debian downloads (.deb). I have installed libpng, but am still getting the error-our on the mplayer install related to missing libpng-dev/libpng files.

Anyone know where to get libpng-dev?
