What is this software?

ALright, before I start, this will seem so stupid... Heh anyway,

do any of you know what this program is on the right side of the desktop with all the info?

If so, where can I get it?

EDIT* I know it says " StarNET " on it, but I googled that and came up with nothing related to that particular thing.
