What is the best knowledge base and web based file repository?

I found an app called OWL which is very nice. It's a PHP based site with user/group/other based ACL on files and folders. It makes an excellent file repository or knowledge base. However, it seems buggy. For example if I don't include a field it won't shoot out an empty field warning it will shoot out mysql error statements. For example, I uploaded a file and forgot the title and it uploaded the file but didn't create a link. Considering these bugs I worry about putting it in a production area. I've been looking around but I'm not finding anything great. I'm looking for something PHP/MySQL based with a decent interface. Can anyone help? By the way, here's a link to OWL's site.
