vsftpd simple config not working

I have want a simple config for vsftpd i have a user with the home dir /var/www/ i have changed the group on all the files so that user owns them but when i connect i can change dir but i cant make new files.
this is my config

dirmessage_enable=YES
xferlog_enable=YES
connect_from_port_20=YES
xferlog_std_format=YES
listen=YES
pam_service_name=vsftpd
tcp_wrappers=YES

this to me looks like local users should be able to login and do whatever they want. can someone point me in the right direction so i can upload files.

I think the user needs to own the directory to be able to write to it, given the fact that you are using a umask of 077 which strips all other permissions apart from the file owner.
