VPN servers that can serve Android phones that are jailed


I have a jailed Android phone (i.e. no root), which I believe limits me to using the built-in VPN client. What server can be installed on Debian that will work with that client?

Apparently using strongSwan requires building the Android kernel (yikes!). I would like a server that simply works with a stock Android, and has step-by-step instructions (a lot of the documentation I'm finding is scraps, bits, and bobs, for reference).
