To back up VHS all you need is two things. One is some way to access the video. Some tv tuner cards can input video and sound. Many of the video capture cards (well all) can do it. Some video display cards have inputs also. There are many external solutions too. The problem is you need to have one and supported in linux. What do you have now?
The capture and convert to some format is the easy part. Many apps for that.
