That looks like Ubuntu with the Unity desktop. I believe that the default behavior of the Unity desktop is to open programs maximized and turn the top bar (panel in Linux) into the menu bar for the program that's in focus (on top); it's Mac-like behavior.
If you resize the program window down, you should be able to uncover the top panel and release it from serving as the program menu bar, and, in my experience, the program will remember its state when it's opened again, but I don't use Ubuntu very often and might be mistaken.
There might be something in the setting you could adjust, but I don't think there is, at least with Unity.

As in the topic - as a rule. Is it possible to automatically hide the top bar on your desktop. The sidebar automatically opens when you hover over it with your mouse. I thought it was possible with the upper stripe.

Instead of bar, the magic keyword seems to be: panel (or menu)

Might be useful, tho a semi-no-simple-way answer. And (if related) Ubu dropped Unity anyway.
