dmesg is not the same as syslog....
- syslog messages already have a time stamp (messages generated by syslogd and klogd and configured with /etc/syslog.conf).
If you want a "time-stamp" added to the boot messages you need to enable a kernel setting (Kernel Hacking -> Show timing information on printks). This might however not be the format you expect (I assume you are expecting something like this: Jan 4 09:39:21) it is a precision timer that starts from 0 (not date/time related).
Without any other info I'm not sure if you have to rebuild the kernel to activate this or that there is an option available to activate this without a rebuild.

2) where to find documentation/advice about which kernel functions yield each occurrence?

I'm not sure what it is you are looking for, but all the available kernel options can be found here:
/usr/src/linux<version>/Documentation (kernel specific) and online:
Kernel parameters (might not include all the new/recent stuff).
Hope this helps.
