Unhappy strange Sendmail startup failure

I get two errors every time I boot. This is copied from the mail log:

Oct 13 04:47:39 chase sendmail[905]: NOQUEUE: SYSERR(root): /etc/mail/sendmail.cf: line 95: fileclass: cannot open '/etc/mail/local-host-names': World writable directory
Oct 13 04:47:39 chase sendmail[905]: NOQUEUE: SYSERR(root): /etc/mail/sendmail.cf: line 571: fileclass: cannot open '/etc/mail/trusted-users': World writable directory

The permissions on both of these files are 644 and the mail directory has permissions of 755 (not world writable, as the error code suggests)

Does anyone have better suggestions for permissions on these files?

Thanks.

Does the 2 file exist?

if not use the touch command to create it. See if the errors go away

Yes, both files exist and they are both chmodded to 644.
