In my experience, this is caused by having the wrong server selected for aRTS. So go to the KDE Control Center=>Sound and Multimedia=> Sound Server=>Sound I/O tab and change the server from the default of "Auto Detect" to ALSA (or better still, OSS/Threaded OSS, since you most likely have OSS emulation by ALSA, and OSS seems to work better with aRTS).
