Caught your post from two years ago - I know, late to the party but thought I'd drop a line. Sounds like a tough situation! Often, issues like these could be related to Apache config or file permissions. Check your Apache error logs for clues.

Stumbled upon this older thread of yours about the SEO Panel installation on Kubuntu 18.04. Hope by now you've managed to sort it out! If you've resolved it since then, would be awesome to know what the fix was for anyone else who might be walking this path.
