Secure web server under RH9

I have setup a RH9 box and wish to get a htpps server running. I struggled for quite some time with "(98)Address already in use" problems, I have found what I believe to be the fix and wish to check my results and also share with others so they don't waste a day like I did.....

I found that with nothing in the Listen directive of the httpd.conf, that when started apache would start a secure server. Thus when inputting the ip address and port of the server (x.x.x.x:443) it would attempt to start it twice thus causing a failure.

Has anyone else run into this, can someone confirm this, or should I continue to look for a cause.

Thanks
