I use UNetbootin in 32-bit Bionic. Runs quite happily, and I've always found it to work well with the Debian/Ubuntu-based distributions.
You'll need to install the
mtools package from the repos. You may also find it helpful to employ what for want of a better description I call a 'forced start'.
UNetbootin doesn't
always seem to see your flash drive. Assuming you know what your flashdrive's mount point is (mine is invariably
sdh), start UNetbootin via this (using
your equivalent) in the terminal:-

unetbootin installtype=USB targetdrive=/dev/sdx1
.....where 'sdx1' is your flash drive.
Works for me, anyway. See if it does for you.
Just out of curiosity, what (if any) readout d'you get in the terminal when trying to start it with the above command? Could give some clues....
