php script to automate links submission


I've been asked to automate the links submission for one site running php scripts.
So far the webmaster simply enters the links manually (imathon links) when visitors e-mail him or submit a contact us form.
Could you recommend a simple php script to automate the links submission?
It would work like this:
- visitor enters the details of a new link in a form (title, url, description)
- he/she receives an acknowledgement on screen and an e-mail confirming that his/her proposal will be examined
- the web master has a panel to accept/reject the proposal
- if accepted, the scripts automatically place the new link in the links page or pages of the site.
