How can I check if PHP, Perl and apache are running on my linux server. Are there any CLI commands ??

service httpd status

PHP doesn't run separately from Apache, but gets invoked every time there's a PHP page to be processed. Likewise Perl is just an interpreter, which gets invoked when someone wants to execute a perl script.

Run the command
ps aux | grep httpd
or
ps aux | grep apache

PHP runs as an apache module. To check if it is there, create a php page, put it in your DocumentRoot directory and go to the URL.
