Well, I should have thought that there is some way of proceeding.
How does ALT install/uninstall packages ? Is there a GUI application for un/install ? Mandrivas facility is called URPMI, SuSE uses YaST, etc etc. Of course, it might not be a GUI facility, because Gentoo uses a CLI facility called Portage (with the "emerge" command), and debian uses the excellent "apt". If it's like that (non-GUI) you'd just have to find out what the english language (or whatever you wanted to use) was actually called.
Then either clicking the GUI options to uninstall the version that you've got in the system and installing the correct version - or issuing the uninstall command for whats already there and then issuing the command to install the correct (for you) version.

{edit}having just had a look at the info about ALT linux at distrowatch, it appears that it's aimed at the Russian speaking/cyrillic language areas, so it may be that the version (of open office) that you have installed is for Russian language speakers. Though the articles at distrowatch seem to indicate that it's based on Mandrake (now known as mandriva). So is there a "configure my computer" option/icon or one that calls itself the "control centre" or similar ? I'm guessing that thats where you would look to install/uninstall software packages - but it maybe that they are only offering Open Office in Russian/Cyrillic languages{/edit}
