need translation software for DVDrip file

I downloaded a DVDrip file and it's not in English. Since there are no other downloads available I was wondering if there is a software I could download to translate.

You need to be a bit more clear about what you need. What do you mean exactly by "DVDrip file that's not in English"? Do you mean something like an .avi video with a separate subtitle file of some kind? If so, what format is it in? And what do you intend exactly in "translating" it?

If it's a text-format subtitle file, and it's in a supported language, then you could probably run it through something like Google's translation service. Just make sure to edit only the spoken lines themselves and not the timing and formatting codes. While there may be programs available to do the same thing on your own Linux machine, I'm not aware of them, and I doubt they'd be any better than the services you can get online.

In any case, computerized language translation is not yet at the level where you can simply plug in one language and get a perfect translation out the other end. For languages that are closely related you can usually get a comprehensible, if odd-sounding output, but for languages that have little similarity, such as English and Japanese, you're probably going to get something that is almost as unreadable as the original.
