Moving mouse speeds up window refresh interval?

Hi.

I have a problem. Some programs do this very weird behaviour, when i move the mouse on the surface of the window, then the animations in the window are speeding up.
A marquee tag in Opera is an example, it animates with great lag, but when i move the mouse over Opera, then it animates smooth.
The XForms "gl" demo does the same; the OpenGL cube rotates very slowly and laggy in the window, but if move the mouse over the window, it runs very fast.

I use Debian 8 on an AMD64 machine with AMD 6570 graphic card and Catalyst 14.9.

I've found this webpage (https://stat.ethz.ch/R-manual/R-deve.../html/x11.html) in searching how can i set the window refresh interval for X manually, but the page does not specify, that these commands and arguments can be used in CLI, or in a config file or whatever.

My /etc/X11/xorg.cong is here:
Code:
Section "ServerLayout"
	Identifier "aticonfig Layout"
	Screen 0 "aticonfig-Screen[0]-0" 0 0
EndSection

Section "Module"
EndSection

Section "Monitor"
	Identifier "aticonfig-Monitor[0]-0"
	Option "VendorName" "ATI Proprietary Driver"
	Option "ModelName" "Generic Autodetecting Monitor"
	Option "DPMS" "true"
EndSection

Section "Monitor"
	Identifier "0-CRT1"
	Option "VendorName" "ATI Proprietary Driver"
	Option "ModelName" "Generic Autodetecting Monitor"
	Option "DPMS" "true"
	Option "PreferredMode" "1024x768"
	Option "TargetRefresh" "85"
	Option "Position" "0 0"
	Option "Rotate" "normal"
	Option "Disable" "false"
EndSection

Section "Device"
	Identifier "aticonfig-Device[0]-0"
	Driver "fglrx"
	Option "Monitor-CRT1" "0-CRT1"
	BusID "PCI:1:0:0"
EndSection

Section "Screen"
	Identifier "aticonfig-Screen[0]-0"
	Device "aticonfig-Device[0]-0"
	DefaultDepth 24
	SubSection "Display"
		Viewport 0 0
		Depth 24
	EndSubSection
EndSection

don't mess with your X server.

simpler questions need to be answered, like:
which distro are you using?
what animations are you talking about? in a web browser? css or flash or javascript?
which version of opera?

oh, and catalyst needs a proper version of X, did you know that?
so, which version of catalyst, and which version of your X server?
