Monitor internet through kde taskbar


I have a buggy adsl connection which often disconnects. In kde root account, there is a network icon(eth0,ppp0) which looks similar to kinternet icon(on the system tray). This has options to reconnect or disconnect on the fly. What I do now(in regular account) is to open Mandrake Control Centre, go to Networks, Monitor networks and then click on connect or disconnect which is tedious. Is there any way I can use that tool in regular account or is it for administrators only? I tried finding its name but couldn't. Any other similar application would also do.
