I am not sure I understand your PS comment.
I thought I understood your first post as I scroll using a Kensington trackball mouse. It occurs to me that I am using lxterminal with an xterm function.

You might consider looking at your xtern environment?
Link may help
https://midnight-commander.org/ticket/4063

anyhow if I left click a long listing of files.....and hold down left button and move mouse down....I am scrolling like a wheel mouse function
If I right click...its the same

Code:
not OP
echo $TERM
xterm-256color
if thats a red herring consider GPM

Thanks for help.
Yes, its only happens on TDE(Trinity Desktop Environment) successor of KDE3, on XFCE mc scrolling works well.

No, not solved, on xfce, mc scrolling by pulling mouse + LMB pressed working only downside, upside not.

Scrolling not works only by pulling LMB mouse upside in xfce and upside\downside in TDE.
Usual wheel and buttons works well in both DEs.

ps may be this issue fixed in coming next release 4.8.29 https://midnight-commander.org/ticket/4119

Why IceWM? Clean icewm or preinstalled? Its bit difficult to tune it from scratch. What apps you use for file management and desktop icons?
