I'm not familiar with that application, but /dev/video0 is what you get with video4linux type webcams and the like. It seems to not exist or you don't have permissions to it. Perhaps a place to start looking. If installed from source, perhaps there's a compile option to disable video features from a phone app? Or maybe it's a commandline option. Some video sources have multiple capabilities to choose from (resolutions / colorspaces). Maybe it just doesn't know which to use. v4lconf and other tools might help clear things up.
$ ls -l /dev/video0
(does it exist? what's the group associated with it? is your user in that group?)
linphone seems more like a voice app to me. VoIP? Not that I'll be able to use it once it does install since I'm on dialup. But perhaps linphone.org has info on your particular issue and how to work around it.
Some sort of SIP protocol and it looks like it defaults with video. Maybe you can ln -s /dev/null /dev/video0. Although probably not since it's might expect some sort of functionality. Perhaps rm -rf ~/.linphonerc so it will create a new one. Or modify it to disable video. man linphone? I've never used the app myself, but perhaps a place to start.

I got a OpenSIPS account and found out about Twinkle, but will thees work together?
Twinkle asks for domain, authentication name, sipproxy and STUN server.
