The theme managers are built in. If you use KDE 3.3 and below, one desn't work properly but in KDE 3.4 they both work fine. As for the menu, I think you can restore it buy deleting the stuff in .config/menus or .local.

I will check into the .config/menus .. .local, however, prior to altering the menus my control center worked fine, one theme manager. Now a few modules are repeated and the screen saver list is vacant. A little glitch in my configurations, but which one? Everything is fine in root, it is only in my account.
The menu corruption is a common problem. A few years back I had a similar problem, and I see, after googling, that the problem is persisting. Does anyone know why?
It would seem coustomizing the menu in KDE is a no no.
