Very simple. That is only one command (apt-get). Everything after the "install" is a package name to be installed.
I suggest you do a bit more research on what you are claiming to be an IDE. Specifically, what IDE are you trying to use with gcc??
Gcc is the compiler, not an IDE, and a quick google search for [best c++ ide linux 2020] gives over 2 million hits and the first few are very good pointers for IDEs to use and most can be used with c++, gcc, c, and may other compilers. Some can be used with several different languages and can cross-compile as you are apparently trying to do.
