Unhappy How to set Encoding on Apache for redhat 9

I would like to use Thai language for IE but Apache for redhat 9 default Encodeing Western European(ISO). My windows font default as Thai language show on IE menu Encoding is Thai(Windows). I must change Encoding to Thai(Windows) every time I view my web. Can I set httpd.conf or any thing to do?

I've always thought that the encodings was a matter of http META tag.
Try put (for instance) <META HTTP-EQUIV="Content-type" CONTENT="text/html; charset=xxxxxxx"> into <HEAD> ...</HEAD> block in your html file (where xxxxx is requested encodings).
