Hi nedian123,
I am looking an answer for you at several days. I don't know if it is the right answer but is at least a pathway to it. Today was published at http://freshmeat.net an announcement to psmon. In its description it talks about process monitoring and control. Its home page is http://directory.fsf.org/sysadmin/monitor/psmon.html
I hope it helps.
