No. What you are asking for is a tremendous amount of work. Nobody at this forum will write a video player for you. Nor will anyone write a codec interpreter for you.
If you want to look at the amount of code required for these tasks, go to the Sourceforge page for
VLC. According to Sourceforge, VLC is an audio/video player written in C that supports many different codecs.
Download the VLC source code. Examine it to understand how those developers decided to tackle the problem.
To give you some perspective, the
compressed source code for VLC is 17 megabytes. What you are asking for is not a simple task.
