GNOME - problems with menu editing and icon change

Hello, I'm using RHEL 4 WS, but FC3 is also here, I think
GNOME 2.8 Default
first, I can't change icons in my 'computer'. I open properties of CD-ROM, for example, click on 'change icon'. But icon doesn't change..

Also, I can't edit menu in GNOME. For Example, I open Applications -> Net -> IRC (xchat), click on properties with right mouse button, but all menus are disabled! (also under root). Why? How to edit menu?

Run in terminal option is disabled
