Getting FTP to run on Redhat 7.2

I installed Redhat 7.2 and I am unable to connect to the server using FTP.

What would I have to do to get it running under the default FTP setup in Redhat and what are the recommended configuration changes I should use to be secure. I need this box to just be a backup server via ftp for another server I have.

Right now I get connection refused as soon as I try to connect using ftp.

go to serviceconf, scroll down, and turn on the ftp service (it might be named something else, like vsftpd on redhat 9)
I'm not too sure on making it secure though
