DV 2 avi with mencoder

I try to encode my mini-dv video to mpeg4 with a command

mencoder capture006.dv -ovc lavc -lavcopts vcodec=mpeg4:vbitrate=1700 -vf pp=fd -oac mp3lame -lameopts vbr=3 -o capture6.avi

A get a correct file, but..
when watching it in mplayer, it runs too fast, while all is ok in xine. I also get normal speed in bsplayer under winxp.

Incoding takes place in about 19fts
Pos: 108,1s 2703f ( 0%) 19fps Trem: 0min 0mb A-V:0,074 [1552:125]

so the output avi file is acutlaly ok? so it's not an mencoder issue, more an mplayer issue (as you can oplay it in xine), just set "-fps 19" for mplayer

-fps 19 is not interesting

By the way, when encoding takes place at over then 25 fps, all is ok.
Maybe there is a way to solve the problem?
