create and then Increment file by 1


I have someone who needs to do the following.
Create a file with no file extensions
have that file names be 1 to 99999

so I need help automating this, and I thought there was a command to do this in linux and I just cannot seem to find it.

Basically they want to create a batch so it will create files with names 1, 2, 3, etc up to 99999 that have no data in them and no file extension.

I searched around and found some windows ones but not exactly what I need.

That would be as easy as:
