Cinelerra will render to an OGG Vorbis / OGG Theora/Vorbis output file. I have not tried it myself. And it can be a big job to install Cinelerra properly.

Like b0uncer said, look at mplayer: maybe search the documentation first for the part of it called "mencoder". Seems to me that anybody converting video relies heavily on mencoder. It can be hard to get used to but there are plenty of GUIs for it that can be helpful to newcomers.

Also, Avidemux is another tool that seems essential for converting video.

Not every software will both read the file you want to read AND output to the kind of file you want. So sometimes with these applications it is a two-step process.
With a bit of luck one can avoid too much compression, even when it is a two-step process, because these applications will have a "copy-only" option when possible as you pass the audio and video from one state to another.

That said, I'm no expert: I just recently started playing with these things and am still bewildered about there being so many codecs. so many container formats etc.

Good luck.

I did this last night, I converted an AVI to MPG using Avidemux then I used a program called Varsha to create an ISO and then burn the ISO to DVD

http://varsha.sourceforge.net/

Hope this helps, what I have not ventured in to yet, is creating menus, you might want to look at DVDstyler for that.
