Cannot access cgi-bin directory for Nagios

When I try to access the cgi-bin directory (http://hostname/nagios/cgi-bin/) I'm prompted to enter a valid username that is defined in the .htaccess file. After I enter my username and password it takes me the an error page that reads:

403 Forbidden
You don't have permission to access /nagios/cgi-bin/ on this server.

In the /var/log/httpd/error_log file I see the following entry:
attempt to invoke directory as script: /usr/local/nagios/sbin/

When I run a "pre-flight" check I do not get any errors, but I did have to remove a bunch of stuff from the minimal.cfg file because I kept getting errors about commands already being defined elsewhere.

Anyone have any suggestions? Thanks.
