Unhappy no access to cgi-bin


Hi!
i installed a new apache and got it running with php but unfortunately i cannot access the cgi-bin. i put a file named .htaccess in the cgi-bin-directory consisting of: "Options +ExecCGI". Has anybody a better idea? would be great! thanks
