The error above indicates that Google Mail is blocking your IP as a spammer. It tells you this, and gives you a link to review their guidelines, and to contact them. Have you done it? Have you hardened your email server, since either YOU (or someone else) is using it to shovel out spam? Short answer: stop sending out big volumes of spam, and you'll not be blocked. There's little you can change on the Linux side of things, aside from (AGAIN) reading/following the guides on hardening your server.
i check my server is not sending spam but some user send a lot email to googlegroups...now gmail and hotmail have upgrade their server system... my email only cannot send to gmail and hotmil because of bulk sending email but to other email party theris is no problem.

Simple: you remove the user that's causing the problem. If you have a user that's tripping Google/Hotmail bulk email/spam triggers, that's a problem. If you know who it is, tell them to stop and/or remove them. Unless you do that, someone who is doing such things is likely to get around those limits, no matter how you implement them.
