Audio streaming with Icecast and Ices2 - Manual Playlist arrange?

Recently I made up a server that I want to use for streaming on-line radio from local content (i.e. local OGG or MP3 files).
What I have done so far: Installed Icecast2 streaming server, installed Ices2 streaming client that sends the stream to the server. But unfortunately, the playlist is in a regular .txt file and the songs in it are chosen randomly by Ices2.
I want to make it so that some people are moderators at the radio station. I want a software that can enable them to arrange a playlist from the web, and then write it to the text file Ices2 uses as a playlist. By arranging a playlist I mean chosing the order by which the songs will be sent to the streaming server.
Let's say the playlist must consists of files found at location set by me. The software I am looking for does not have to care about file uploading, it can be done by other means like FTP and so on. It should only scan a specified directory and should make a list of songs that become accessible for the moderator of the radio to arrange in order.
If needed, I can give up using Ices2. If you suggest another streaming client that can connect to Icecast2 and sent the content the way I described above, please tell me it's name to try.
