app for tracking net connection over time

My ISP is currently providing intermittent service, but I don't know the extent of the problem. I've seen the packet loss range from 0-75%. I would like to set up an app to gather the history of the state of my internet connection.

Right now I can ping google.com or some other site and watch in realtime. I want something similar but that has tracking and can record to a log or something.

What app is good for this? If it had a Windows and Linux version that would be even better b/c I dual boot.

Thanks,

~ Justin

tcpdump has a stack of options such as -w file, -q quiet etc etc, default is first 68 bytes, but you can specify longer.
Run it in the background and you're set.
